The Arizona Corporation Commission phased out net metering in 2016, but some rooftop solar customers in certain areas may still be eligible for it, while existing solar customers continue to receive net metering rates. The export rate has taken its place.
What Are There Export Rates?
The export rate is set by utilities and determines the credit homeowners receive for exporting solar energy to the grid. It is typically lower than the previous net metering rates. When a customer goes solar, the export rate is fixed for 10 years and may decrease up to 10% each October, resetting for new solar customers. Waiting to go solar results in a lower export rate and less credit for excess energy.

Residential Solar Tax Credit:
The Residential Arizona Solar Tax Credit reimburses homeowners $0.07/Watt based on the solar project size. This credit is available up to $1,000 and is applied to the personal state income tax in the year the system is installed.
Equipment and Property Tax Exemptions:
Solar customers are exempt from sales tax on the purchase of your solar system or additional property taxes based on the value added to the customer's home from installing solar panels.

Arizona Public Service Company (APS):
The Arizona Public Service Company utility offers two programs that help homeowners save money while installing solar panels.
RCP (Resource Comparison Proxy):
The RCP solar purchase rider utilizes net billing to measure excess power production and provides homeowners with a monthly bill credit based on the current RCP purchase rate. This credit is applied towards their monthly APS bill, with any remaining credit carrying over to the following month. If the monthly bill credits exceed $25, APS will issue a refund check at the end of the year.

Electricity must be generated using on-site solar panels
Solar panels must be interconnected to the APS grid
Solar panels must be installed at the service address
Homeowner must have an AMI meter
